average:

3. ordinary; not special: I was just an average sort of student.
如果这里要翻译为“平均每个教授带53个学生”，average应该用副词形式放在动词后面。而且average放在名词前，一般是加数字类的名词，如牛津的第一个解释。

我还是觉得这里应该是平均的意思，用法就不明白了

"Mediocre" 是贬义词，“中庸” 是中性词，请译者改一下，再者，“流于中庸” 也不通顺。

德国除了两个州 其他地方都不收学费，但是有学杂费。所以fee应该是杂费的意思。楼上之所以没明白，可能也是因为楼主没有点出这一点吧
