我对这个句子结构的理解是as a share of European states' national income是修饰budget的定语,意思就是欧盟预算是欧盟各国国民收入的一部分,也就是欧盟预算是由欧盟各国政府从本国国民收入中拿出一部分上交布鲁塞尔组成的,现实情况也是如此。因此我译成“欧盟预算由欧洲各国国民收入分摊”。
可能文字表达不是很清楚,我想借助数学来说明一下,设B=European budget I=national income B'= the budget European Commi ssion expects
