鉴于still dubious，刚又在longman上查到这个dubious distinction 搭配的解释：

the dubious honour/distinction/pleasure (of doing something): a dubious honour etc is the opposite of an honour - used about something unpleasant that happens

distinction：being special in some way
e.g. the US enjoys the dubious distinction of being the lawsuit capital of the world.

可见 dubious 之后的显赫位置(distinction) 刚好是个讽刺，是个反面“殊荣”~.

蒙羞的“殊荣” 如何？

请问which orders countries based on their primary budget balance.....这句话中的orders countries 是不是省略了，完整的是不是：“该表根据各个国家的基本预算平衡、债务与GDP的比值以及由基于债务的产出与经济增长的关系来排列这些国家”。
