我把“政府规模扩大”改成“政府开支规模扩大”~
不过这句和前一句是讲道理，而不是预测将来，所以我的译文用得是表示应该的“要”，而不是将来时的“将”~

class-warfare 应该是阶级斗争的意思。也就是民主党内部斗争
这句话的字面意思是民主党人对于应该责备谁有自己的阶级观点，请看后文，我的译文是意译，并没有直接写上“阶级斗争”，但是不知道和你说的“民主党内部斗争”有什么关系~

这句话的意思是，奥巴马不想再让那些年收入超过250000的家庭享受减税政策。而低于这个收入的人可以继续享受这个政策。这个政策本来是布什在2001年制定的，适用于所有人，有效期是十年。但奥巴马要延长，extend在这里是延长时间的意思。但并不是对所有人都延长。

tax cut和tax credits都是减税的意思。所以整个意思就是，降低工资税以减少雇佣成本有助于降低失业率

其实我那边也译错了，“Payroll-tax cuts and credits to reduce the cost of hiring would help.”应该译为“实施工资税减免政策以降低雇佣成本将会有所帮助。”tax  credit 是“免税”因此“Payroll-tax cuts and credits ”就是所谓的“减免税收政策”，呵呵！

我觉得你那句话整体上就理解错了
你先了解了解布什的减税政策吧。

另外，tax credits是个固定搭配。和字典有没有减税政策没有关系。
和明显原句本来是tax cuts and tax credits，但作者觉得麻烦，就直接缩减成tax cuts and credits了
