bleeding heart 是短语，A person who is considered excessively sympathetic toward those who claim to be underprivileged or exploited.
这里又有双关，因为贝鲁斯科尼在发布austerity measure 说 my heart is bleeding.
贝自己的说法是为了表明自己的痛心，
所以 Little wonder that his “heart was bleeding” when he announced crisis measures on August 12th
这里的引号是表示引用，建议直译，心在滴血 即可。

这里原文没有说谁来 provide some clarity，翻译也不必翻出来
但我觉得不是政府,
这里的clarity 指 whether the markets will be any more convinced this time.
当国债到期还本后，投资人收到本金后是继续投资意大利国债，还是转投别处，这个是投资者（market）对意大利是否有信心的重要指标。

这句话与新概念第二册中“Across the Channel”的最后一句的句型一致。拷贝如下：

Among them will be Debbie's mother, who swam the Channel herself when she was a girl.
这是个倒装句，为的是与后面的定语从句相连。正常的语序应为：Debbie's mother will be among them.

所以这里的句子应该还原为：

Expected to add up to  €45.5 billion ($66 billion) overall, the harmonisation of tax on financial income at 20% and a “solidarity” tax on high earners that will take 5% of income over €90,000 and 10% above €150,000 are among the measures.

这下应该清楚主谓宾了。谢谢你的问题，这句话我再改改！

同意大部分修改！修改的语言非常地道！多谢！只是题目一直不敢确认，再查证一下！bleeding hearts 有软心肠的意思，而这位意大利总理说不把手伸入纳税人的口袋，是不是软心肠呢？所以一直怀疑这里的表达是否准确。多谢提出意见！

这里“sooner”没翻译成“立即”是因为这个句子后面为“would have achieved this”，事实上这个情况是虚拟的，并没有发生。
