文章好长。。我只看了四段,觉得确实不大好理解,剩下的明天再细读。。目前这四段里的问题有:

想了半天。。。但我也不确定我的理解对不对:
他建议提高想要对其外籍配偶资助一方的最低收入的门槛,而收入水平的高低目前决定着该资助方是否满足享受社会福利的资格,这就使得权益婚姻更加难以得逞,也表明了移民家庭是不会蒙混过关的。
不好理解啊,主要是对这方面不熟悉,有米有"专家"可以来指点一下迷津?
