Hi guys,

I wouldn't exactly say it's common. I seldom hear anyone say it. I read it in newspaper and magazine articles occasionally. It's always paired with another noun, with or without a hyphen, eg George Bush speak, liberal-speak. It usually sounds pejorative.

My dictionary also says it's usually used in'-speak' form such as 'computerspeak' and it's disapproving expression as you mentioned.

精神问题

这是一个有趣的题目。
这里的matter 是动词还是名词？
如果是名词，当然是 精神问题， 心理问题， 思想问题。
如果是动词， 那就是精神、心理、思想 很重要。
这里的minds 用复数， matter没有s， 所以两种解释都通。
如果写成 Mind Matter 那就是名词了， 完不成文字游戏。
比如芝加哥有个小学生的课外活动项目， 名称叫 Afterschool Matters
这既可解释为 课后活动问题， 也可解释成 课后活动重要。
历史上精神物质孰先孰后的问题纷纷扰扰， 有人则认为这问题无关紧要。 并用了以下的妙语（是不是罗素？待查）
It does not matter. 物质不重要。
Never mind. 精神没关系。
这种妙处， 无法翻译的好。

貌似也有点双关。（说貌似是因为move没加s，更像是名词而非动词）这可能是TE一贯的手法。我是凭着直觉来的，即第一印象是啥就写上去了。

于是句子是

个人感觉是个省略句，than 后面省略了which=the profoundly handicapped  who
