arts institutions我不知道怎么翻，但是我觉得翻译成艺术院校有点不妥，因为博物馆也该属于arts institutions，但不是艺术院校

我也做过预算,一般是年尾做下年的计划,改动的几率很小.所以从常理上说这个也是不成立的.
