delicate有微妙的意思，但是修饰rights或者law觉得有点奇怪，所以特意查了一下：
delicate：
Pleasing to the senses, especially in a subtle way；
Exquisitely fine or dainty；
就译成“美好的”了。

很美好的权利
美好搭配权利，有点奇怪啊。
原来前面帖子也提到了，这个我再查下吧~

3.But in recent weeks several Chinese corruption scandals have been exposed by newspapers relying on analysis of such data (mainlanders with ill-gotten gains often stash them in Hong Kong).
但是最近几周中国大陆媒体报道的若干腐败丑闻都是依靠相关资料才被揭发出来（大陆有非法收入的人经常把非法所得藏匿于香港）。
个人感觉这句话还有分解的余地...分成短句好读一些吧~

4.But a surprising coalition now argues that the government must not obscure directors’ identity numbers.
但是越来越多的人认为政府不应该隐瞒企业董事的身份证号码。
没看出“越来越多”这层意思啊，大抵也就是“现如今认为不该隐瞒的人亦数量惊人”。

1确实是倒装，不知道装好没装好，觉得用”香港的企业管治“做标题有点太白了。
2是有点奇怪，暂时没有更好的想法
3我再加几个逗号进去
4surprising coalition引申的有点远了，改掉
5偷懒了，改掉

“HONG KONG residents shall have freedom of speech, of the press and of publication.” So begins Article 27 of Hong Kong’s Basic Law. Those rights, ever delicate, are under attack.
香港基本法第27条以此开头：“香港居民享有言论、新闻和出版的自由。”这些一度需要小心处理的公民权利如今却受到打压。

delicate 有好几种意思，我挑两个可能符合这两句话语境的义项：
showing (or needing) skilful, careful and sensitive treament

Measuring, indicating, or responding to very small changes; precise:  e.g. a delicate set of scales.

根据上面两条解释，这里的
Those rights, ever delicate, are under attack.
个人译为：
这些公民权利曾经在法律中得到了准确精微的界定，如今却受到了抨击。

哦`·因为记得有时候delicate跟sutble在用的时候有点相似

1） exquisite, fine, or subtle in quality, character, construction, etc
2) having a soft or fragile beauty
3) (of colour, tone, taste, etc.) pleasantly subtle, soft, or faint
4) easily damaged or injured; lacking robustness, esp in health; fragile
5) precise, skilled, or sensitive in action or operation
a delicate mechanism
6) requiring tact and diplomacy
7) sensitive in feeling or manner; showing regard for the feelings of others
8) excessively refined; squeamish

这是科林斯的释义  觉得 5 或6 有些说得通~~

总觉得“非法收入”和“非法所得”放一起有重复，干脆就直截了当一句话呗

Since many local names are similar, the HKID serves as the only practical unique identifier available.
因为香港地区重名的人如此之多，身份证号码成了有效辨别身份的唯一途径。
由于香港重名之人众多，身份证号码被用作有效辨别身份的唯一标识
前半句“地区”、“如此”赶脚太繁复了，后半句“unique identifier ”应该翻成“唯一标识”吧

senior police investigator
senior是“高级”，比如香港警察中的高级警员就是Senior Constable（SPC），翻译成高级警方调查员不知道会不会更好些？看TVB的时候貌似没有听到过警探
